Answer

Praise be to Allah, and may Allah’s peace and blessings be upon the Messenger of Allah, his family and his companions.

As to what follows:

In response to your question, we say, and with Allah Almighty lies all success:

It has been confirmed that the prophet (peace be upon him) and his companions wiped over their turbans and socks (while performing wudhu), as has been reported in Bukhari and Muslim, in the hadith of Mughirah bin Shu`bah (may Allah be pleased with him).

As for the description of wiping over the turban, then either the turban includes the whole head, meaning: the turban covers the head completely, in which case one wipes over it as one wipes over the head (in wudhu). And if there is some hair appearing outside of the turban, then the sunnah is to wipe over the turban and part of the hair appearing out of it. That is because the prophet (peace be upon him) wiped over his turban, and in some hadiths, he also wiped over the hair that appeared outside of the turban. But this is a preferred act, because wiping does not require the inclusion of the whole head. Hence, if one wipes over the turban without wiping the hair, even if it was apparent, then it is fine, and his wiping is correct. Moreover, there are no conditions for wiping, nor does the condition apply to it as it does to wiping over socks, that it be worn in the state of purity.

What is the description of the turban that can be wiped over? It is that which is difficult to remove. As for a hat, then it is light and easy to remove, and there is no hardship in removing it to wipe over the head. But if there was a hat and on top of it a turban, or if it was in the winter, and one feared that by removing it, one would become unwell or afflicted with some sickness, then he should wipe over it. Also, sometimes women apply henna or oil to their hair, and then cover it with a cloth or bag, so in this case they can also wipe over it.
