What is the ruling on reading the Quran from a mobile phone without tahara.

Answer

Praise be to Allah, and may Allah’s peace and blessings be upon the Messenger of Allah, his family and his companions.
Wa alaikum assalam wa rahmatullahi wa barakatuh.
As to what follows:
With regards to answering your question we say, success is by Allah Almighty.
What is apparent is that tahaara is not an obligation to touch a mobile phone if one is reciting from other than the Quran because a phone is not a Quran. Moreover there are no papers or verses written on pages for it to be called a Quran, but it is a gadget in which Quran is stored using a new way which does not show rasm (imprint), or books and does not take rulings pertaining to the Quran.
So what is clear is that no proof is affirmed regarding rulings on ghusal, touching it, entering the toilet with it or the obligation to glorify or protect it. This is so because if it had the same ruling with Quran then we would have said do not place it on a place which shows contempt. Indeed it is parts of gadgets that contain the Quran. There is no rasm or papers or anything similar to that.
If we wanted to say its ruling is like that of a Quran and we said if a page of Quran appears on a TV screen then do not touch the TV because it takes the ruling of Quran then this is not correct.
What is correct is that it (mobile phone) does not take any of the ruling of the Quran, not in terms of the necessity of purity, nor entering the toilet with it nor in terms of the necessity of honoring and preserving it.
