Fatwas / Prayer / Delaying Prayer till its prescribed time finishes.

What is the ruling on one who delays to perform Fajr Prayer at home until the sun has risen? is it allowed to change the place where a person usually prays?

Answer

Praise be to Allah, and may Allah’s peace and blessings be upon the Messenger of Allah, his family and his companions.
As to what follows:
With regards to answering your question we say, success is by Allah Almighty.
If this (delay) is intentional then there in doubt that he would have committed a great crime and major sin of which there is no benefit in praying after its time has passed. Allah says:
“Verily, the prayer is enjoined on the believers at fixed hours” [al-Nisa’ 4:103]
It is neither permissible to perform Prayer before its time, nor performing it after its time except with an excuse like sleep. In this regard, The Messenger of Allah (peace be on him) said:
“There is no negligence when one sleeps; rather negligence is when one does not offer one prayer until the time of the next prayer comes” [Narrated by Muslim on the authority of Abu Qatada]
A narration by Ahmad and other muhadithin says:
“Indeed negligence is in wakefulness”
What is apparent is that if one sleeps during Prayer time with an excuse till its time passes, he should change the place for  the purpose of Prayer because The Prophet (peace be on him) and his companions slept during Fajr prayer while they were on a journey till they were woken up by the sun heat, thereupon The Prophet (peace be on him) said to the sahabah what is mentioned in a hadith recorded by Bukhari (344) and Muslim (682) on the authority of Imran Ibn al-Huswayn:
“There is no harm (or it will not be harmful). Depart!" So they departed from that place, and after covering some distance the Prophet (peace be on him) stopped and performed Prayer.”   
The reason for this was clarified in a hadith narrated by Muslim (680) on the authority of Abu Hurayra (may Allah be pleased with him) who said:
“We stopped for rest along with the Messenger of Allah (peace be on him) and did not awake till the sun rose. The Apostle of Allah (peace be on him) then told us that everybody should take hold of his camel's nose string (get out of this ground) for it was the place where devil had visited us.”
In a hadith narrated by Abu Dawud (435) Messenger of Allah (peace be on him) said:
“Go away from this place of yours where heedlessness took hold of you.” This is the view held by some scholars.
