Answer
Praise be to Allah, and may Allah’s peace and blessings be upon the Messenger of Allah, his family and his companions.
To proceed:
The principle on selling is that it is lawful and permissible unless forbidden by textual evidence. This is supported by the saying of Allah the Exalted: “whereas Allah has permitted trading and forbidden Riba (usury).” [al-Baqarah: 275]. Therefore it is permissible to sell these razor blades although selling them to people who use them to shave what is prohibited to shave like shaving of men’s beard is not devoid of three cases:
First: Being certain that they will be used in a forbidden way. In this case it is not permissible to sell them according to Allah’s saying: “But do not help one another in sin and transgression.” [al-Maaidah: 2]. The same ruling applies if there is strong suspicion that the blades will be used to do a forbidden thing.
Second: Being certain that they will not be used in a forbidden way. In this case it is permissible to sell the blades. The same ruling applies if there is strong suspicion that the blades will not be used to do a forbidden thing.
Third: Being unaware of how the blades are going to be used. What is apparent to me is that it is permissible to sell the blades in this case basing on the principle of permissibility on condition that there is no strong suspicion that the blades will be used to do forbidden things.
