As for the first part of the question, yes, this is correct.
As for the second part, the sunnah in wiping socks is to wipe only the top, not the bottom, according to the correct opinion amongst the scholars. What testifies to is what `Ali (may Allah be pleased with) said, “If the religion was based on opinion (reasoning), then wiping the bottom of the sock would be better (more sensible), whereas I have seen the Prophet (peace be upon him) wipe over the top of his socks.” [Abu Dawud (162) and others]
However, a group of scholars is of the opinion that the sunnah is to wipe the top of the socks as well as the bottom. They base their opinion on the hadith of Mughirah bin Shu`bah, “The Prophet (peace be upon him) wiped the top of his socks and the bottom.” [Abu Dawud (165) and others]
But the hadith is defective as Tirmidhi has said, and its status is weak according to Bukhari, Abu Zur`ah and others.
