It is known that the divine will of Allah is of two types: universal will and legislative will. The question is: Is the latter only limited to those who are held accountable for their actions? متعلق الإرادة الشرعية

All praise is due to Allah alone, and may the Salah and Salam of Allah be upon our Prophet Muhammad, his family and his companions. To answer your question, we say while seeking the success from Allah: The question is general but if it is asked in respect to the reward and punishment, then the answer is yes, meaning that those who are held accountable will be rewarded and punished for their deeds. But, if the question is asked in respect to those who are subject to the commands of religion, then the answer is that everyone is subject to the rulings of religion. This is based on the statement of the Prophet (may the Salah and Salam of Allah be upon him) wherein he said: “Command your children to pray when they become seven years old” Reported by Ahmad (6650) and Abu Dawd (495). This hadith indicates that the actions of those who are not accountable are subject to the legislative will of Allah.
