Answer
Praise be to Allah, and may Allah’s peace and blessings be upon the Messenger of Allah, his family and his companions. Wa alaikum assalam wa rahmatullahi wa barakatuh. As to what follows: In response to your question, we say: It is compulsory for every Muslim to give Zakat al-Fitr for himself from his own wealth. If someone volunteers to pay it on his behalf then that will suffice for him. It is better for a Muslim to give Zakat al-Fitr in the place that he is residing in because it is a Zakat which is linked to the body, unless if he is transferring it to a place of greater need, or if the benefit of taking it there is better than giving it in the place that he is staying in. In that case such an action is permissible. Dr. Khalid al-Mosleh 18/10/1424
