As to what follows: In response to your question, we say:   It is permissible for a person to give Zakat to his brother or father provided two conditions are met: -The brother should be  poor and be from the recipients of Zakat. -It should not be compulsory for the Zakat-giver to financially support his brother or father. If this is the case then he should not give Zakat to these people.
